The Office of the Press Secretary of the Republic of the Philippines Goes Online with Primesoft

The business challenge:

In 2001, the French government provided grant funding to the Office of the Press Secretary (Republic of the Philippines ) to enable the office to build its nationwide Intranet service, and as part of France 's development assistance efforts in the country. The Office of the Press Secretary is the primary policy planning, programming, and coordinating entity of the Philippine government for conducting relevant and effective information and communications programs, whose larger role is to develop people's understanding of government policies and programs and to enhance public support and trust for these.

The OPS Nationwide Intranet Project mandated its vendor to create the IT and network infrastructure that would allow the program to run effectively, and it also required Web-based Intranet applications that were to run over the Intranet. The French company BYH eventually bagged the project contract.

Midway through the program, BYH needed technical assistance to complete the project. It tapped Primesoft to provide a new lead project manager who would oversee the project operations for BYH.

Aside from having the technical expertise required to complete the project, the new lead project manager also needed to have "people skills" to manage the various parties involved, and to liaise with counterparts from the Office of the Press Secretary.

Recognizing the client's need for a consultant with technical expertise and management authority, Primesoft tapped one of its French consultants to assume the lead project manager role for the OPS Nationwide Intranet Project.

The new lead project manager worked with the OPS for 18 months to ensure the compliance and cooperation of all parties involved in the project. More importantly, he helped to ensure that the project was completed as specified and within budget.

Primesoft completed the OPS Nationwide Intranet project in mid-2003.
